ECA Variance for lot 8124100111:
The goal of this process is to build a single family house on this lot maximizing the square footage to due the very expensive costs to build (given that the entire area is a steep slope with potential landslides). We would also like to align ourselves with Seattle's Master Design Plans to enhance the Single Family Neighborhoods by adding 2 DADUs to the project.
The ECA Variance request is here because the property has Type IV Ns wetlands less than 1000 sq ft, riparian corridor, steep slopes, and shoreline districts. there is a stormwater culvert which runs through the middle of this steeply sloped property, noted as a non fish-bearing Riparian Corridor, and in minimizing the riparian management area to 50 feet and reducing the yards by up to 25%, I would not be able to build a house that would meet reasonable use standards for the cost to build while staying outside of the steep slope buffers and staying outside of the Shoreline District. And given that an ECA Variance is less environmentally impactful than a Shoreline Variance, we want to stay away from modifications that would trigger a Shoreline Variance. Instead, we will move the house and ADUs away from the Shoreline District and toward the wetlands and the steeper slopes. Given the Wetlands are Type IV Ns < 1000 sq ft, we plan to fill those in and mitigate them elsewhere on the property.
In addition, the property should qualify for a Shoreline Exemption according the the SMC codes that I have read, thus I will by applying for this as well.
Lastly, we are Building Green and plan to submit for Priority Green Facilitated. We have done research here but would like assistance in navigating this process.
Thus, I would like to discuss access, stormwater, utilities, building restrictions, Built Green departures from the norms I can take advantage of during the permitting processes, and specifically tailored submittal requirements for my project.
