The proposed Pier 1 demolition and replacement activities include:
(1)Demolition of the existing Pier 1 timber and concrete structure.
(2)Installation of a commercial grade pier and an adjacent marina facility within the previous pier footprint. Activity is anticipated to include installation of a sheet pile wall within a portion of the aquatic habitat below the existing pier. Filling activities will occur behind the sheet pile wall to support installation of the new pier and marina facility.

Restoration of the existing shoreline revetment adjacent to the new pier and marina.
(4)Shoreline excavation to create area of gravel beach to compensate for unavoidable aquatic habitat impacts.
The existing pier consists of approximately 1,900 creosote piles and is significantly deteriorated with only a perimeter concrete apron that is in any measure of serviceable use. Replacement of the pier is needed to maintain the industrial/commercial marine use of the pier.
Based on soil and groundwater investigations, it is reported that upland soil, composed predominately of fill materials, is contaminated with metals and polycyclic aromatic hydrocarbons (PAHs).
Restoration of the existing shoreline revetment is needed to prevent further erosion of the shoreline, and will assist in containing contaminated upland soils onsite.
Fill activities proposed below a portion of the existing pier's footprint, will partially utilize upland contaminated soils and suspected contaminated sediment (to the extent practicable) that will be disturbed during the course of pier demolition and replacement activities and shoreline restoration. A sheet pile wall is proposed waterward of the area of fill to provide containment of the upland soil and dewatered sediment and protect the new pier structure. The new retaining wall feature will be contiguous with adjacent proposed shoreline revetment.
