The ECA Exception request is here because there is a stormwater culvert which runs through the middle of this steeply sloped property, noted as a non fish-bearing Riparian Corridor, and even in minimizing the riparian management area to 50 feet the high water marks and ECA yard and setback and steep slope variances, I would not be able to build a house that would meet reasonable use standards for the cost to build."
