May 22, 2021: We are planning to make a few landscaping improvements. We don't plan on designing and building except for landscaping including building a fence, installing trees, paving front the front yard entry and back entry driveway, installing an outdoor kitchen. Do these things count as design and building? We might consider installing an in-ground hot tub. How do we apply for an ECA exemption? Thank you for your assistance.
