March 19, 2023: SeaPort Midstream Partners is proposing upgrades to its Harbor Island terminal to enhance air quality compliance and improve handling of biodiesel products. The project includes the following vapor recovery unit (VRU) and biodiesel equipment upgrades: PASV completed under 000639-23PA, pls waive fee.

Vapor Recovery Unit:
1. New primary VRU building
2. New VRU control building
3. New vapor lines and pipe bridge
4. Existing VRU will be maintained as a spare unit

Biodiesel Equipment:
1. New biodiesel rail offload header and hoses
2. New biodiesel offload pumps
3. New overhead piping
4. New supply line
5. New and relocated B100 rail tie-points
6. Replacement of truck rack automation and controls

All work will occur within the existing developed terminal area. No in-water work is proposed.
