4260 WEST MARGINAL WAY SW

Jan. 19, 2024: The General Recycling of Washington (GRW) Habitat Restoration Project (Project) is planned to be constructed within GRW's facility located at 4260 West Marginal Way SW in Seattle, Washington, on the west bank of the Lower Duwamish River (LDR). Although the GRW facility spans three tax parcels, Parcel Nos. 7666703540, 7666703630, and 1824049018, construction of the proposed Project will predominantly occur on Parcel No. 7666703540, with a smaller portion in the northeastern corner of Parcel 7666703630, as shown in the Site Plan on Sheet 1 of 2.

The proposed Project is required by Consent Decree between GRW and the Natural Resource Trustees (Trustees) to settle Natural Resource Damage claims associated with historical contamination in the LDR linked to the GRW facility. The Trustees include the National Oceanic Atmosphere Administration, the Department of the Interior, the State of Washington through the Washington State Department of Ecology, the Suquamish Indian Tribe of the Port Madison Reservation, and the Muckleshoot Indian Tribe. The purpose of the Project is to construct a new habitat area specifically designed to support juvenile salmonids, aquatic habitat diversity, and ecosystem health. The proposed Project will be constructed on a total of 2.9-acres and will include a riparian buffer, vegetated marsh habitat, intertidal and subtidal habitat zones. Approximately 1.5 acres of upland area will be converted to aquatic habitat, as shown in the Habitat Concept Plan on Sheet 2 of 2.
