March 6, 2026: The General Construction Company (GCC) site is operated by GCC, and the property is leased from the Northwest Seaport Alliance. Stormwater from the site discharges to the Lower Duwamish Waterway via two existing outfalls. GCC is permitted to discharge industrial stormwater under the Industrial Stormwater General Permit (ISGP) No. WAR309232. In accordance with ISGP compliance, GCC is installing treatment to improve stormwater quality.

The improvements require stormwater conveyance modifications, installation of a new stormwater treatment system and construction of a new outfall. No modifications to the two existing outfalls are required.

An Engineering Report for stormwater improvements was submitted to Ecology on 10/28/25 and approved by Ecology on 12/15/25.
