310 30TH AVE S

Oct. 28, 2026: Overview:
Lot boundary adjustment of 2 adjoining parcels under same ownership, 310 30th Avenue South and 321 31st Avenue South, resulting in 3 parcels.

All parcels are in a Frequent Transit Service Area (DR 1-2026) and within a quarter mile of a Major Transit Stop (SMC 23.44.017; 23.54.015 Table B). The portion of the parcels proximate to 31st Avenue South include an ECA Steep Slope and Buffer area created through previous legal grading activities for right-of-way improvements to 31st Avenue South.

Parcel A (owner's residence), commonly known as 310 30th Ave S, is 24,000 SF, fronts 30th Avenue South on the West and 31st Avenue South on the East. There is an ECA steep slope along the 31st Avenue South boundary created through previous legal grading activities for right-of-way improvements to 31st Avenue South. The parcel includes 4 platted lots, a Tier 1 tree requiring a 7500 + SF tree protection area - American Chestnut (Castanea Dentata) designated a Heritage Tree and Best In City on April 29, 2022), and an updated, well maintained architecturally significant house designed by J. Lister Holmes built 1929.

The Tier 1 tree and 100% of the tree protection area and the 1929 house will be preserved.

Adjusted Parcel A will be 19,000 SF, front 30th Avenue South on the West and will include the preserved Tier 1 tree, its tree protection area, and the 1929 house.

Parcel B, commonly known as 321 31st Ave S, is 20,700 SF in area, fronts South Jackson Street along its Southern boundary and 31st Avenue South along its Eastern boundary. There is an ECA steep slope area along a portion of the 31st Avenue South boundary created through previous legal grading activities for right-of-way improvements to 31st Avenue South. The Parcel includes the majority of 3 platted lots, a Tier 2 tree requiring a 7500+ SF tree protection area (a Bur Oak, possibly eligible to be a Tier 1 tree), and a well maintained architecturally significant house designed by Gustave Stickley built in 1910. Parcel B has 2 access points - one near the intersection of S. Jackson Street and 31st Avenue South and the other from 30th Avenue South via an existing perpetual access and utility easement that runs along the North 10 feet of an adjoining parcel (Lot 4 per the plans).

The tier 2 tree and 90% of the tree protection area and the 1910 house will be preserved.

Adjusted Parcel B, will be 8,100 SF, accessed from 30th Avenue South via its existing easement, and will include the preserved Tier 2 tree, the majority of its tree protection area (some of the area extends onto Resultant Parcel A and a lesser amount onto Resultant Parcel C), and the 1910 house.

Resultant Parcel C will be 17,600 SF, wrap the corner at 31st Ave S and S Jackson St. include all ECA steep slope areas of both existing Parcels A and B, and will be the site of a future project(s) to be permitted separately and under ECA exemptions pursuant to SMC 25.09.090.B.2.b and 25.11.070, and Tree Protection related reduction of setback pursuant to 25.11.070.
