Oct. 5, 2018: COBU Newport Sewer Basin Capacity Improvements. The Newport Sewer Basin has experienced significant sewer pipeline surcharging that results from high intensity and high-volume storm events. The City of Bellevue Utilities Department is proposing to construct a buried 45 feet by 25 feet cast-in-place concrete basin to provide up to 100,000-gallon off-line storage located adjacent to the Bagley Pump Station within Newcastle Beach Park. During heavy rainfall events, when sewer surcharge reaches a trigger level at manhole #188127 (reflector MH) near Newport Lift Station along Cascade Key, the flow from Bagley Pump Station will be diverted to the storage basin. After the wet weather recedes to a point that Newport Lift Station can operate without surcharging upstream system, flow from the storage facility will be allowed to flow back into the Bagley Pump Station wet well. The project will also provide improvements replacing aging pumps with new pumps at the Newport Lift Station.
