May 17, 2019: PSE Factoria Upper Parking & Site Stair. An existing upper parking lot area is to be restriped to accommodate 10 standard size parking spaces. An existing lower parking area will install five standard space parking stalls in existing vegetated area. Proposed parking stalls will be surfaced with new asphalt paving. A new steel framed stair will be constructed to connect the upper and lower parking lot areas. An opening in the existing concrete jersey barrier at upper parking lot will be cut to connect upper stair landing to existing upper parking area. The existing guardrail on top of concrete Jersey barrier will be replaced with code compliant guardrail to 42-in rail height with maximum 4-in opening. New stairs will have code compliant hand and guardrails. Electrical site lighting is proposed in three locations within the project area to provide adequate lighting of site stairway and new designated parking areas. Lighting will be poured from an existing electrical transformer that powered the former alternative fuel station that was previously located on the site. A new electrical panel will be provided with disconnect ahead of the meter to convert 480v transformer to a 240/120v service for the electrical site lighting.
