June 18, 2019: COBU Factoria Blvd Storm Conveyance Improvements Projec. The City of Bellevue Utilities Department is pursuing a capital project to construct stormwater conveyance improvements to reduce the risks of flooding during high intensity storm events in the Factoria-Richards Creek drainage basin. The project proposes to replace an existing 3.3 feet x 5.3 feet storm drain pipe running along the east side Factoria Boulevard SE with a larger capacity stormwater conveyance pipe that flows into the inlet channel of Richards Creek adjacent to Factoria Village commercial area just south of I-90. The inlet channel of Richards Creek is also proposed to be widened with a new outfall at the channel to minimize downstream impacts. The stormwater conveyance improvements that include 500 feet of 9-foot-wide by 4-foot-high concrete pipe, 250 feet long 49-inch by 33-inch CMP pipe arch, two new 24-inch diameter concrete pipes across Factoria Boulevard and new stormwater inlets will be located north of SE 38th Street along Factoria Boulevard SE.
