May 18, 2020: COBPCD 130th TOD Feasibility & Planning. The City of Bellevue is analyzing how to proceed with the redevelopment of three Sound Transit-owned parcels being conveyed to the City adjacent to the future 130th Avenue East Link Station in the BelRed neighborhood. The City is working with a consultant to analyze development feasibility and identify a path for moving the parcels to market via a competitive RFQ/P process. In addition to determining development scenarios on the site, the City must also analyze how to phase the development to ensure 300 stalls of interim Sound Transit parking are operational in the surrounding area until the TOD site is built and includes a permanent 300 stall facility integrated into development. City staff will need to assist and support the internal PM and consultant with TOD feasibility and due diligence support, as well as feasibility and due diligence support for possible interim parking sites in the surrounding area.
