Sept. 14, 2021: PS Addition. Addition of bedrooms and living area, and expansion of garage for an existing guest cottage. The site is 115,000 SF and has an existing primary residence, permitted at the same time as the guest cottage. The addition would add 2 parking spaces to the site.

The existing guest cottage was completed in 2005 (1055B 134th St NE) the primary residence (1055A 134th St NE) was first and completed late 2004, at which point, it went from an undeveloped site to a developed one. At that time, the Critical Area Buffer was 50' and the Structure Setback was 20'.

We believe that Expansion OF Existing Single-Family Primary Structures into the Critical Area Buffer and Critical Area Structure Setback is allowed under 20.25H.055C.3.n, and that LUC 20.25H.035B applies to this structure.

We are looking for guidance on whether a Guest Cottage qualifies as a Single-Family Primary Structure, under the definitions in LUC 20.50.040 and LUC 20.50.22. A Primary Structure is a structure on a site that houses the principal uses. For residential uses, the primary structure houses the dwelling unit(s) and a guest cottage as a dwelling unit on a residential lot, separate from the main residential building, which is used to accommodate nonpaying guests of the residents., 04 123725 BS
