Sept. 20, 2021: COBU Kelsey Creek at Glendale Country Club Weir Passage. The City of Bellevue is leading an effort to improve habitat for ESA listed salmonids and correct impeded fish passage within the Glendale Country Club reach of Kelsey Creek. The 60 percent design, permitted in August 2019, proposed stream augmentation without weir removal to restore fish passage and decrease risk in lateral erosion and downcutting. An Alternatives Evaluation Technical Memorandum, prepared May 4, 2020, included as part of the land use review submittal, resulted in the proposed 2021 design. Except for a new proposed habitat improvement area, the 2021 design proposed actions will occur at the same weir locations as previously permitted. Proposed actions include full removal of some of the weirs in combination with the previously permitted stream augmentation at other weirs; streambed augmentation in cascade-step form; the addition of partially buried large woody material (LWM) without root wads within selected cascade pools; and a new habitat enhancement area. The proposed cascade-step streambed form lengthens proposed augmentation compared to the previously permitted design at most weir site locations to improve channel stability during high-flow events by establishing a consistent gradient and to retain persistent fish passage during low base flow. The cascade-step design will allow for a limited deformability in small aggregate in step pools while establishing a maximum hydraulic drop of 0.5 feet at all locations.
