Oct. 15, 2021: Early Childhood Education Center. Establish Early Childhood Center (ECC) as part of existing synagogue. ECC would serve greater Bellevue community and synagogue members and staff. Four or five classrooms are proposed inside new permanent modular classroom structures adjacent to existing synagogue building. Each classroom would be one-story and approximately 24 x 34 in size and built to comply with all regulatory requirements including size, bathrooms, sinks, cleaning storage, etc. 
Modular buildings would be located on new concrete pads served by water, sewer, stormwater management, power, and cable. Pedestrian access between classrooms and existing building would be provided by new concrete sidewalks. Required outdoor space will be provided by the existing covered concrete pad area on south side of existing synagogue. Kitchen in existing synagogue would serve the ECC. Parking would be met from existing parking. 
ECC proposes one classroom for infants, one for toddlers, and two or three for pre-schoolers. Maximum student capacity would be 8 infants, 14 toddlers, and 60 preschoolers (20 in each classroom). Classrooms would operate Monday through Friday approximately 7 a.m. to 6 p.m. with some evening and weekend services. 
Staffing would include a director and administrative assistance, both located within existing synagogue building, 5 full-time teachers, 5-full-time aides, and 4 after-school aides (one less teacher and aide under the four-classroom option).
