2023 Commercial Water Meter Phase 2. The CIP W-98 program was established in the 1990s to systematically replace substandard vaults for high-volume commercial water meters. Due to their location, condition, design, or other factors, these prioritized meter vaults pose safety and access concerns. Subsequently, Operations and Maintenance (O&M) crews cannot change out the meters when required without significant construction or total replacement of the vault or concrete lid.
During deployment of new meters for the Advanced Metering Infrastructure (AMI) CIP W-108 program, several large meters could not be replaced due to vault conditions. These meters were noted, skipped (not replaced), and listed for near-term replacement by the CIP W-98 program. This created an additional backlog of sites.
Improved metering accuracy and AMI functionality are additional benefits of this project. Replacing these aging meters will restore meter performance, allow for remote meter reading (reduce labor), and provide benefits associated with AMI.
