Dec. 5, 2024: COBU Kelsey Creek at Lake Hills Boulevard Project. The existing Kelsey Creek Culvert at Lake Hills Boulevard is undersized, unstable and
deteriorating, causing an increased risk of flooding in the immediate area. Culvert instability is
influenced by surrounding peat soils that cause both settlement and upward movement. A
watermain in nearby Federal Field parking lot also recently required an emergency repair
(August 2020) and will require a permanent solution for both the watermain and adjacent sewer
to address poor soil conditions and inadequate cover. A separate sewer gravity main (12 and 10
inches) that borders the southwest side of Federal Field is deficient and requires significant
maintenance due to inadequate slope and high fat, oil, and grease (FOG) load.
The project goals are to develop a comprehensive solution for the Kelsey Creek culvert, Federal
Field parking lot sewer and water mains, and sewer adjacent to Federal Field. The solutions are
to provide for a 50-year design life, reduce operations and maintenance (O&M) effort and
deterioration risk from resulting sewer maintenance for the Federal Field gravity sewer, and
replace and stabilize Kelsey Creek culvert to provide sufficient design storm capacity and fish
passage.
The project just finished 90 percent design.
