Jan. 14, 2025: Starfish/Sand. Starfish Neuroscience is an emerging life sciences/R&D company located in Bellevue and looking for a larger facility to house its operations. Life science uses can fall into multiple categories in the land use code due to their varied nature. Some uses that can be used include office use, manufacturing, and R&D. The proposed project is located in the Light Industrial zone, which permits both offices and Research, Development and Testing Services if located in a multiple function building or complex, defined as a *building or complex of buildings containing multiple activities such as office, warehousing, manufacturing, or services, as determined by the Director pursuant to LUC 20.10.440.* The use of the existing building was office, research and development space, and warehousing space. The proposed project will continue to include these same multiple functions and activities. Accordingly, we do not believe a change of use is required. In addition, there are unique elements to each research and development facility; for many life science projects one necessary element includes vivarium space. Here, the space for the vivarium will be approximately 5 percent of the total square footage of the building. The majority of the space will consist of office, research, development and testing. This application will only include interior tenant improvements and will not seek to expand the existing building or remove or add additional parking spaces.
