17041 NE 28th Pl

April 1, 2025: 28th Place Back Yard. Scott and Terri McCrea (applicants) constructed two retaining walls, added top soil and planted grass, and extended a gravel area in their back yard at 17041 NE 28th Pl prior to getting the appropriate permits from the City of Bellevue. A Predevelopment Services Review letter was mailed to the applicants on June 3, 2021. Applicants are wanting to resolve these violations and acquire the appropriate permits required by the City of Bellevue, specifically a Critical Area Land-use Permit (CALP). The applicants removed two rooted tree stumps and sword fern, and two creosote treated railroad tie retaining walls. The newly grassed area equals 1,232 sq ft. The new retaining walls area 143 sq ft. The gravel area is now 472 sq ft. The applicants are proposed a native planting area of 445 sq ft to mitigate for the gravel area and retaining walls (see post development site plan). A geotechnical report was completed by GEO Group Northwest, Inc. on March 11, 2025 and determined the steep slope hazard areas are stable at this time. The report also determined the new development did not adversely contribute to the conditions of the steep slope hazard areas present on, and adjacent to, the site. It was also their opinion that the buffer from the top-of-slope of the east steep slope hazard area on the site can be reduced to 10 feet without impacting the site property or adjacent property., 21-107086 DC
