April 10, 2025: KC WTD ESI8 Rehabilitation Project CALUP. King County Wastewater Treatment Division is proposing the Eastside Interceptor Section 8 Pipe Rehabilitation Project (ESI-8) to rehabilitation 5,600 feet of the existing 90-to-96-inch diameter wastewater tunnel located entirely within the City of Bellevue. The project starts northwest of the Washington State Department of Transporation I-90 and I-405 interchange at what is call the North Portal. The ESI-8 Project will rehabilitation and repair the existing ESI-8 from the energy dissipating structure at the WTD's North Portal to an existing maintenance hole located within the Coal Creek Natural Area known as the South Portal. The primary work consists of installation of a liner system within the existing pipeline. During the repair of the pipeline, sewage flows will be diverted using a temporary parallel above-ground diversion, outside of the existing pipe corridor. Diversion piping will start at the North Portal, lay at grade along King County Parks ERC property and then cross under I-405 through horizontal directional drilled (HDD) HDPE pipe, and end near the existing sewer utility structure located within the Coal Creek Natural Area. In addition to the rehabilitation of ESI-8, two existing 20-inch for mains will be replaced from SE 32nd ST onto the North Portal site where they connect into the ESI-8 system. Critical areas within the project location are geologic hazards, wetlands, Coal Creek stream buffer, and Habitat Associated with Species of Local Importance,, 25-101990-DB
