April 10, 2025: KC WTD - Permanent HDPE Pipe Installation CUP. King County Wastewater Treatment Division is proposing to permanently install a 36" HDPE pipe from the King County Parks Eastrail Trail property (Parcel 162405-9033), underneath WSDOT ROW (I-405) to the City of Bellevue's Coal Creek Natural Area using horizontal directional drilling. Each end of the pipe would connect to new underground access structures (8' x 12'). The rehabilitation of the Eastside Interceptor Section 8 pipeline requires that a bypass pipeline be constructed in order to complete the rehabilitation work. KC WTD proposed to leave the HDPE pipe permanently in place, with the associated underground access structures to allow for additional rehabilitation and maintenance work to the ESI system in the future. A Conditional Use Permit is required because the HDPE pipe and access structures are proposed to be permanent, instead of temporary.
