July 17, 2025: CoBP Newcastle Beach Park Pier and Bulkhead Maintenance. The City of Bellevue Park and Community Services Department is proposing maintenance work at the park to improve water quality, reduce erosion, and restore the structural capacity of the existing pier and bulkhead through repair and maintenance activities. Bellevue Parks is also proposing maintenance work on the pier and existing bulkhead to improve water quality, reduce erosion, and restore the structural capacity of the existing pier and bulkhead at Newcastle Beach Park. This work is considered a short-term solution while a longer term, soft shore armoring solution is designed and constructed. The Newcastle Beach Park pier and bulkhead maintenance project includes three main elements: 1. Necessary repair and maintenance of the pier and adjacent bulkhead based on a recent condition assessment. 2. Installation of a floating wave attenuator underneath the existing pier. 3. Construction of a sheet pile cut-off wall in front of the existing concrete bulkhead. Several mitigation actions are included in the proposed maintenance work to compensate for unavoidable environmental impacts from project actions: 1. 20 cubic yards of habitat material (1-inch minus mix: 100% less than 1 inch, 85% less than 0.5 inch, and 40% less than 0.25 inch) will be placed as mitigation for unavoidable environmental impacts from project actions. 2. 26 willow (Salix spp.) or red osier dogwood (Cornus sericea) live stakes will be planted into the habitat material.
