Sept. 2, 2025: BelRed Master Development Plan. The project proposes to create a vibrant, transit-oriented, mixed-use community with ample ground level amenities for residents and office-lab tenants. A new green street (NE 15th St) will bisect the development. The southern portion of the site is envisioned to include a lab-research building and two residential buildings while the north portion of the site will consist of five residential buildings in optimal proximity to the light-rail station. Goff Creek currently flows through the site in an underground 42 - 48 inch diameter pipe, discharging into an open channel on the south side of Bel-Red Rd. Upstream naturalized sections of Goff Creek along the west side of 132nd Ave NE north of NE Spring Boulevard include a bankfull width of approximately 10 feet. The project proposes to keep Goff Creek in its current piped condition in the northern portion of the project. As the pipe moves further away from 132nd Ave NE to the south, the project proposes to take advantage of this opportunity and daylight Goff Creek between NE 15th St and Bel-Red Rd. The daylit stream will gradually slope to the south where it will re-enter the existing pipe 12 feet below grade north of the sidewalk on Bel-Red Rd. The daylit portion of Goff Creek will include an appropriately sized channel, approximately 10 feet wide along with native riparian buffers on each side.
