Oct. 14, 2025: CoBCDD Factoria Neighborhood Area Plan Update. The Factoria Neighborhood Area Plan is being updated as part of the Great Neighborhoods program, first initiated by Council in 2018. The purpose of this program is to: 1) develop neighborhood area plans that reflect current citywide and neighborhood priorities and address issues and opportunities that are relevant to the local community; and 2) conduct a planning process that is based on a collaborative partnership between the City and neighborhoods; to expand community capacity for neighborhood leadership that will carry forward beyond this planning process.
