Jan. 12, 2026: PSE-SOM-16 REPAIR BO CAB #10117544. Puget Sound Energy has identified a damaged underground utility cable within the ROW of Columbia Ky. The closest parcel to the work location is 606530-0280. PSE is proposing to excavate a 3x5 foot work pit within the improved ROW, repair the cable and restore the area. This project area falls within the Shoreline Residential - Canal Jurisdiction of Bellevue. All work will be located landward of the ordinary high-water mark, will not impact any wetlands, waters or other critical areas, and all disturbed areas will be restored to original condition or better after project completion. PSE believes the proposed project is exempt from a Shoreline Substantial Development Permit under Bellevue LUC 20.25E.170(C) (2) and is categorically exempt from SEPA review under WAC 197-11-800(3). As a result, PSE is requesting a Shoreline Substantial Development Permit Exemption to complete the required repair.
