Feb. 10, 2026: Lakemont Boulevard Culvert Phase 2 Restoration. In early 2023, the City of Bellevue determined that the existing 60-inch corrugated metal pipe (CMP) culvert conveying Coal Creek beneath the roadway had significantly deteriorated, allowing water to infiltrate the roadway embankment and contributing to settlement and instability of Lakemont Boulevard SE. To address the immediate risk to public safety and critical infrastructure, the City declared an emergency and implemented Phase 1, which included construction of a new bridge spanning Coal Creek. The emergency work stabilized the roadway and utilities while minimizing in-water work and avoiding delays associated with federal Endangered Species Act consultation. As part of the emergency response, the existing failing culvert was left in place beneath the new bridge and continued to convey Coal Creek. The current proposed project (Phase 2) is to remove the existing, failing culvert and restore Coal Creek to a naturalized open channel beneath the new bridge. Phase 2 includes: removal of the existing 60-inch CMP culvert and construction of a restored open-channel reach of Coal Creek beneath the Phase 1 bridge structure.
