March 5, 2026: Clearing Area Beneath Existing Deck. The project involves clearing the area beneath the existing deck at 1020 W Lake Sammamish Pkwy NE Bellevue WA. The space behind the existing exterior stairs and under the deck is currently filled with rocks and soil. The intent is to clear this material so the area can be used for basic storage beneath the deck. During inspection of the area a large concrete pipe was discovered running through this space. City of Bellevue utilities staff visited the property and confirmed the pipe is not a city owned utility line and is not recorded in the city utility system. We are requesting guidance from the City regarding whether the existing pipe may be removed or abandoned as part of clearing this area. Additionally since the pipe appears to have been installed during earlier site development we would appreciate guidance on whether the City may be responsible for removing the pipe or if removal must be completed by the property owner through the permitting process. At this time the work being considered is limited to removing rocks and soil beneath the existing deck and addressing the pipe if permitted. No structural changes to the deck are proposed.
